If you would like to contest a citation you may submit a written petition (forms available below), to Transportation & Parking Services. Petitions must be filed within 14 days of the original citation. If a petition is not filed within this time limit it will be automatically denied.
Please make sure to supply all relevant information in your petition including any proof you can provide to support your argument. Using an official form will speed up our processing of your petition, which usually takes 2 to 4 weeks.
Petition forms can be picked up from the Transportation & Parking office, or you can download a blank form (PDF). Once filled out, you can mail the form or fax it to (503) 725.6245. For even faster processing, you can download a fillable petition form. Once filled out (requires MS Word), simply send as an email attachment to psupark@pdx.edu.
In the event that your petition is denied by our office, you may submit an appeal by submitting a separate petition directly to the Transportation Appeals Board (TAB).
All petitions will be evaluated
on a case by case basis. Please note that in addition
to the 14 day deadline, the following situations may be grounds
for the automatic denial of a petition.
- The petition is unnecessarily abusive or threatening.
- The petition demonstrates a blatant and willful disregard for known parking regulations in committing the parking infraction.
- The petition contains claims or statements that are intentionally and demonstrably false.
- The petition includes insufficient information to thoroughly research the situation at hand.
Example: A Daily permit sent in with citation but with no written explanation.
Example: Petition submitted with no citation number or license plate number.
